Aam Aadmi Party (AAP) MP from Sangrur Gurmeet Singh Meet Hayer on Wednesday criticised the Centre’s approach towards the paper leak issue during a Lok Sabha debate on the Public Examinations (Prevention of Unfair Means) Amendment Bill, saying that increasing punishments alone would not resolve the problem.
Participating in the discussion on the Bill, Meet Hayer praised the youth movement against examination-related irregularities and said protests by young people had brought issues such as education and unemployment into the national spotlight.
He alleged that the government had spent years focusing on divisive politics based on religion and caste instead of addressing concerns affecting students and job seekers.
Referring to the youth protest at Jantar Mantar, the Sangrur MP said the agitation had shifted public attention towards genuine issues rather than political narratives. He also criticised the Prime Minister’s midnight video message, claiming it reflected the government’s concern over growing public focus on education and employment-related challenges.
Meet Hayer said the Centre’s claims about major reforms through the amendment Bill needed closer examination, arguing that strict provisions against examination malpractices already existed in several countries.
He further questioned the effectiveness of increasing penalties when, according to him, existing provisions had not resulted in adequate action against those involved in paper leak cases.
“No one is being punished anyway, increasing penalties in the amendment bill will make no difference,” Meet Hayer said.
The AAP MP said the government should focus on ensuring accountability and effective implementation of laws rather than only introducing stricter punishments.
The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, was discussed in the Lok Sabha amid concerns over examination irregularities and the impact of paper leaks on students’ futures.
