Pakistani Deepfake Campaign Targets PM Modi to Rekindle Student Protests, Say Intelligence Agencies

Indian intelligence agencies have flagged what they describe as a coordinated online campaign involving deepfake videos targeting Prime Minister Narendra Modi, alleging that the manipulated content is aimed at provoking students and reviving protests that had largely subsided after the NEET paper leak controversy.

According to intelligence officials, several fake videos circulating on social media falsely portray the Prime Minister as threatening strict action against students who participated in recent demonstrations. Agencies believe the campaign is designed to incite fresh unrest by creating the impression that the government intends to punish peaceful protesters.

Officials said the latest wave of disinformation marks a shift in focus. While earlier campaigns primarily targeted the Indian Army, the current effort is centred on the Prime Minister, with the objective of sowing confusion and anger among young people.

Intelligence sources alleged that Pakistan-based social media handles are systematically amplifying the fabricated content in an attempt to influence public sentiment and encourage students to return to the streets. They claimed the campaign followed the easing of tensions after the Union Government addressed concerns surrounding the NEET paper leak issue.

Officials also pointed out that the Centre and several state governments, including Delhi, Bihar, West Bengal, Assam and Maharashtra, had assured students that no coercive or punitive action would be taken against those who participated in peaceful protests. The Delhi government has also ordered the closure of proceedings in 13 FIRs linked to the demonstrations.

The agencies said some of the manipulated videos misuse genuine footage of the Prime Minister discussing action against the “paper mafia” by altering the audio or context to falsely suggest that he was threatening protesting students.

They also referred to the Prime Minister’s recent public appeal urging restraint and forgiveness after abusive slogans were raised against him during demonstrations. In that message, he called on society to guide misguided youngsters rather than seek retribution, stating that abusive language resolves nothing and stressing the importance of constructive engagement.

Intelligence officials further alleged that the online campaign forms part of a broader attempt to undermine confidence in India’s democratic institutions and divert attention from internal challenges faced by Pakistan, including developments in Pakistan-occupied Kashmir, Balochistan and Khyber Pakhtunkhwa.

The agencies have advised citizens, particularly students, to remain cautious of unverified social media content and avoid falling prey to misinformation and deepfake propaganda.
