Pakistan is facing renewed scrutiny from the European Union over its continued access to the Generalised Scheme of Preferences Plus (GSP+) trade arrangement, with concerns raised over human rights, governance standards and compliance with international commitments.
The latest monitoring assessment has highlighted issues related to the rule of law, freedom of expression, enforced disappearances, judicial independence and accountability, creating uncertainty over Pakistan’s eligibility under the revised GSP+ framework scheduled to come into effect from 2027.
The preferential trade arrangement has played a significant role in Pakistan’s economy since the country joined the GSP+ scheme in 2014. Under the programme, Pakistani exporters have received tariff concessions and preferential access to the European market. In 2024, exports to the EU under the scheme were valued at around 7.5 billion euros, with tariff benefits estimated at approximately 732 million euros.
The review comes at a challenging time for Pakistan’s economy, which continues to face weak export growth, limited foreign investment and dependence on remittances to support its external finances.
Analysts have warned that any reduction or suspension of GSP+ benefits could have a major impact on Pakistan’s export sector, particularly the textile industry, which relies heavily on access to European markets.
The GSP+ arrangement is based on compliance with international conventions covering areas such as human rights, labour standards, environmental protection and governance. The trade benefits are conditional and are subject to periodic monitoring by the European Union.
The revised framework from 2027 is expected to place greater emphasis on measurable progress and implementation of commitments, increasing pressure on beneficiary countries to address identified concerns.
The latest assessment has renewed debate over Pakistan’s ability to maintain preferential market access while also addressing long-standing governance challenges. Observers have cautioned that continued dependence on a limited export base and a narrow range of markets could leave the country vulnerable if trade concessions are reduced.
