Meghalaya Chief Minister Conrad K Sangma on Monday assured the state Assembly that those responsible for the violence during a black-flag motorcycle rally in Shillong on August 19 would be brought to justice, announcing the constitution of a Special Investigation Team (SIT) to conduct a detailed probe.
Making a suo motu statement on the opening day of the autumn session of the Meghalaya Assembly, Sangma said the black-flag rally organised by the Khasi Students Union (KSU) had been permitted by the Deputy Commissioner of East Khasi Hills on the assurance that it would remain peaceful.
The situation, however, turned violent during the rally, with miscreants allegedly pelting stones at 31 vehicles and attacking bystanders. Eighteen people were injured and admitted to Shillong Civil Hospital for treatment, the Chief Minister said.
Eight of the vehicles targeted during the violence were registered in Assam.
Sangma said the government took immediate action following the incidents. The KSU president, vice president and general secretary were arrested on the night of August 19 under various provisions of the Bharatiya Nagarik Suraksha Sanhita (BNSS), while the Meghalaya Maintenance of Public Order (MMPO) Act was also invoked.
“Fifteen FIRs have been filed so far in connection with the incident,” Sangma told the Assembly.
Five masked individuals suspected of involvement in the violence, particularly the attacks on Assam-registered vehicles, have so far been identified, he said. One of them has already been arrested.
The SIT, headed by the Inspector General of Police, Law and Order, will conduct a comprehensive investigation into the violence. Sangma said the team would specifically examine the attacks on Assam-registered vehicles and ensure that those found responsible were prosecuted in accordance with the law.
“I want to assure the House and citizens of the state that the government will take all steps and leave no stone unturned to ensure that the miscreants who indulged in violent activities are brought to justice,” the Chief Minister said.
He said the government’s measures were aimed at fixing accountability while restoring public confidence and normalcy following the August 19 incidents.
