The White House has released a fact sheet asserting that newly declassified US intelligence documents indicate that the People’s Republic of China and its proxies obtained voter registration data relating to as many as 220 million Americans, including information that was not publicly available.
Issued by the White House Government Transparency Task Force, the document states that it was approved by the heads of the Office of the Director of National Intelligence, the National Security Agency, the Central Intelligence Agency and the Department of Homeland Security. The release follows President Donald Trump’s decision to declassify intelligence material concerning foreign activities targeting US elections.
According to the fact sheet, Chinese entities allegedly “bought, stole, or hacked” voter registration data, including non-public information. It also publishes what the administration described as the Intelligence Community’s official definition of “election interference,” distinguishing it from broader election influence activities.
The administration said election interference includes attempts by foreign actors to target the technical aspects of elections, including voter registration systems, ballot casting, vote counting and the reporting of election results.
The declassified documents reportedly identify a Chinese Computer Network Exploitation (CNE) actor as having acquired voter registration data stored on commercial websites in 2022. According to the White House, such cyber actors typically seek access to information that is not publicly available.
The fact sheet further states that intelligence agencies assessed such access could enable adversaries to manipulate voter registration records, potentially disrupting voting processes, delaying polling operations or forcing voters to cast provisional ballots. It also warns that the data could be used to tailor future influence or interference campaigns.
The White House also disclosed that officials from the Office of the Director of National Intelligence, the CIA, NSA, Department of Homeland Security and the Federal Bureau of Investigation coordinated with the administration while preparing President Trump’s July 16, 2026 speech on alleged Chinese election interference. According to the fact sheet, intelligence agencies approved the factual content drawn from the declassified documents for inclusion in the President’s remarks.
The release marks the latest effort by the Trump administration to make public intelligence assessments relating to foreign cyber operations and election security, arguing that greater transparency will strengthen public understanding of potential external threats to the US electoral process.
