UEFA Threatens Boycott of FIFA Competitions Over Proposed Private Investment in World Cup Rights

The Union of European Football Associations (UEFA) has announced that its 55 member associations will not participate in FIFA competitions unless the world governing body withdraws its proposal to allow private investors to acquire ownership interests in the FIFA World Cup and other international tournaments.

The decision followed an emergency meeting of UEFA and its member associations on Thursday, marking a sharp escalation in the dispute over FIFA’s proposed “FIFA Forward Enterprise” initiative.

In a strongly worded statement, UEFA said all 55 national associations unanimously opposed the proposal, maintaining that the FIFA World Cup should remain a sporting institution rather than a commercial asset.

“The World Cup is not for sale,” UEFA said, asserting that football’s premier international competition must not become subject to private ownership interests.

FIFA’s proposal, unveiled earlier this week, envisages the creation of a commercial subsidiary that would consolidate broadcasting, sponsorship, ticketing, licensing and other commercial rights linked to its competitions. The governing body plans to raise an estimated $4.2 billion by selling minority, non-controlling stakes in the new entity, which is expected to be valued at around $20 billion.

FIFA has stated that it would retain full authority over football governance, competition formats, the international match calendar and all regulatory matters. It has also argued that the move would generate additional resources to strengthen football development programmes across its 211 member associations.

UEFA, however, expressed concern that introducing private investors into FIFA’s commercial structure could eventually influence decisions affecting international competitions and the future direction of the sport. The European governing body also criticised what it described as the lack of meaningful consultation before the proposal was presented.

According to UEFA, national associations were effectively asked to choose between accepting the proposal or risking the loss of financial benefits, a process it characterised as “governance by intimidation.”

Under the announcement, European national teams would not participate in FIFA competitions while the proposal remains under consideration. UEFA said participation could resume only if FIFA abandons the plan entirely and provides binding assurances that it will not pursue private ownership of its competitions in the future.

The proposal still requires approval from the FIFA Council and the backing of a majority of FIFA’s 211 member associations before it can be implemented.
