Young NDA lawmakers, including BJP MP Bansuri Swaraj and Shiv Sena MP Shrikant Shinde, are expected to participate in the Lok Sabha debate on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, as the government moves to strengthen measures against paper leaks and examination-related fraud.
Union Minister Dr Jitendra Singh is scheduled to introduce the Bill in the House as part of the Centre’s legislative agenda. The proposed amendment seeks changes to the Public Examinations (Prevention of Unfair Means) Act, 2024, with the aim of enhancing transparency and accountability in public examinations.
The ruling alliance is preparing for a detailed discussion on the legislation, with the debate expected to continue for around eight to 10 hours. The government has indicated that the proposed reforms are aimed at ensuring fairness in examinations while protecting the interests of students.
Among the NDA leaders expected to speak during the debate are BJP MPs Bansuri Swaraj and Tejasvi Surya, JD(U)’s Rajiv Ranjan Singh ‘Lalan’, Shiv Sena’s Shrikant Shinde, NCP’s Sunil Tatkare, Apna Dal (Soneylal) leader Anupriya Patel, and Arun Bharti of the Lok Janshakti Party (Ram Vilas).
Representatives from other parties, including Sayoni Ghosh and Mitali Bag of the newly formed NCPI, along with TDP MP Lavu Sri Krishna Devarayalu, are also expected to participate in the discussion.
Union Minister Pralhad Joshi, who recently assumed charge of the Education Ministry, will be present during Question Hour, where education-related matters are scheduled to be taken up.
The proposed legislation includes provisions for stricter penalties against those involved in examination malpractices, including imprisonment of up to 10 years, fines of up to Rs 10 crore, confiscation of assets of convicted persons, and a framework for time-bound trials through fast-track courts.
The move follows the Union Cabinet’s approval of measures aimed at ensuring swift action against paper leaks and examination fraud. Prime Minister Narendra Modi had earlier announced that a comprehensive Bill with stronger legal provisions would be brought before Parliament.
The proposed fast-track courts are expected to complete trials and deliver judgments within three months in examination-related offences.
Earlier, PM Modi announced the formation of an exam reform task force headed by Infosys co-founder Nandan Nilekani. The Prime Minister said the panel’s recommendations would guide steps to improve the credibility and reliability of future examinations.
