SAD Welcomes Anti-Paper Leak Bill, Seeks Greater Role for States in Conducting Recruitment Exams

The Shiromani Akali Dal (SAD) on Saturday welcomed the proposed Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, but urged the Centre to empower states to conduct examinations for their own recruitments and educational institutions.

In a statement, senior SAD leader Dr Daljit Singh Cheema said the proposed legislation was a positive step towards tackling the growing menace of paper leaks. However, he maintained that imposing stricter punishments alone would not be sufficient to safeguard the integrity of public examinations.

Advocating a decentralised examination system, Dr Cheema said the Union Government should, in the spirit of cooperative federalism, establish uniform national security standards while allowing states to independently conduct examinations related to their own recruitment processes and institutions.

He said such a model, backed by strong national Standard Operating Procedures (SOPs), would reduce systemic risks, improve accountability, enhance public confidence and better protect the interests of millions of deserving students.

Dr Cheema also stressed the need for the proposed law to focus equally on preventive measures rather than relying solely on punitive provisions. He called for comprehensive security protocols, robust SOPs, secure technological systems, end-to-end accountability, regular security audits and foolproof examination procedures to ensure paper leaks are prevented before they occur.

Highlighting India’s geographical and administrative diversity, the SAD leader said the country’s vast size, multiple languages, varying infrastructure and technology levels, coupled with the logistical challenge of transporting confidential examination papers to thousands of centres, make highly centralised examination systems more susceptible to security breaches.
