Harivansh Urges New Rajya Sabha Members to Safeguard Official Devices Against Cyber Threats

Rajya Sabha Deputy Chairman Harivansh has urged newly elected and nominated members of the Upper House to remain vigilant against cyber threats and protect their official digital devices from unauthorised access, stressing that login credentials are institutional assets that must be safeguarded.

Addressing the valedictory session of the two-day orientation programme, ‘Prarambh’, for new Rajya Sabha members, Harivansh said rapid technological advancements have transformed parliamentary functioning, making digital literacy and cyber security essential for legislators.

He noted that experts had briefed participants on digital security within Parliament and the growing role of emerging technologies in governance. According to him, Parliament can effectively lead the country through the ongoing technological transformation only if its members are themselves well-equipped to use and understand modern technology.

Highlighting the increasing digitisation of parliamentary work, Harivansh said the Rajya Sabha has become significantly more paperless and efficient, with members being provided official digital devices to carry out legislative responsibilities. He emphasised that protecting these devices from cyber-attacks and preventing unauthorised access is a responsibility shared by every member.

The Deputy Chairman also underlined that learning should continue beyond the orientation programme, describing the workshop as the beginning of a lifelong process of parliamentary development and self-improvement.

He encouraged members to deepen their understanding of parliamentary traditions by studying previous debates, familiarising themselves with established procedures and watching speeches delivered by eminent parliamentarians such as Atal Bihari Vajpayee, Arun Jaitley and Chandrashekhar. He also advised them to observe parliamentary practices followed in other democracies.

Harivansh said the orientation programme had been carefully structured to familiarise new members with the Rules of Procedure, parliamentary conventions, legislative practices and the functioning of the Rajya Sabha Secretariat. He added that presentations by senior members and parliamentary officials, supported by practical examples, were designed to help participants perform their legislative responsibilities more effectively.
