PM Modi calls for SCO to turn security, connectivity and opportunity into concrete outcomes

Prime Minister Narendra Modi on Tuesday called on Shanghai Cooperation Organisation (SCO) member states to translate their shared vision on security, connectivity and opportunity into measurable outcomes, saying peace and stability must remain the foundation of regional cooperation.

Addressing the 26th SCO Summit in Bishkek, Modi said the organisation’s 25th anniversary provided an opportunity to chart a roadmap for the next 25 years while building on its established tradition of dialogue and cooperation.

“At the previous meeting, I had outlined the three main pillars of India’s vision for the SCO: S – Security, C – Connectivity, and O – Opportunity. The time has come to move these three pillars beyond vision and translate them into concrete outcomes,” he said.

On security, Modi identified terrorism as a major challenge and called for coordinated action against its wider ecosystem, including terrorist financing, recruitment, radicalisation and safe havens.

He said the impact of conflicts was no longer confined to individual regions, pointing to the crisis in West Asia and its repercussions for energy security, maritime trade and global supply chains. Modi reiterated India’s position that conflicts should be resolved through dialogue and diplomacy rather than on the battlefield.

He also linked Eurasian security with peace and stability in Afghanistan, highlighting India’s development and humanitarian assistance to the Afghan people.

On connectivity, the Prime Minister said trusted initiatives could strengthen trade, link markets and create development opportunities. He stressed that connectivity projects must respect the sovereignty and territorial integrity of nations.

Modi also called for greater people-driven cooperation within the SCO, highlighting technology, entrepreneurship, innovation, startups and youth engagement.

He cited India’s SCO Start-up Forum, Young Authors’ Conclave and Young Scientists’ Forum as initiatives aimed at strengthening such exchanges.

Modi also recalled India’s proposal for an SCO Civilizational Dialogue Forum last year and said its first session would be held in India this year.

“From shared geography to shared opportunities, from vision to outcomes, and from government-driven cooperation to people-driven partnership,” Modi said, reaffirming India’s commitment to the SCO’s collective journey.
