The National Human Rights Commission (NHRC) has taken suo motu cognisance of reports that a 16-year-old girl was allegedly gang-raped by the driver and conductor of a sleeper bus in Greater Noida on August 4.
The NHRC said that, if true, the allegations raise serious concerns of human rights violations. It has issued notices to the Police Commissioners of Delhi and Gautam Buddh Nagar and the Superintendent of Police, Mainpuri, seeking detailed reports within two weeks.
The commission has asked the authorities to provide the status of the investigation and information on whether any compensation has been paid to the survivor.
According to the reported account, the girl, a Mainpuri resident, had travelled to Noida’s Sector 63 to visit her cousin. After missing her stop, she reportedly got down at Pari Chowk amid heavy rain and darkness and subsequently boarded a sleeper bus after the conductor allegedly told her that it was headed towards Sector 63.
Police said the bus was empty and was returning after repairs at a workshop in Surajpur. The girl alleged that after the bus began moving, the conductor behaved inappropriately before he and the driver allegedly sexually assaulted her and threatened to kill her if she resisted.
The two accused allegedly abandoned her near Kashmere Gate in Delhi before fleeing.
Police arrested the driver, identified as Kuldeep, and conductor Sandeep from a parking area in Timarpur on the same day. They have been booked under provisions relating to gang rape, kidnapping and assault.
The sleeper bus has been seized and sent for forensic examination. Investigators have also collected CCTV footage from the vehicle’s route to establish its movements and reconstruct the sequence of events. Forensic teams reportedly recovered strands of the girl’s hair from inside the bus.
Police have also said that curtains covering individual berths in the sleeper bus may have provided privacy during the alleged crime.
Meanwhile, Delhi Commission for Women (DCW) Chairperson Lata Gupta condemned the alleged incident and called for a speedy trial and swift punishment for those accused.
“The gang rape of a girl on a bus is a heinous crime. The police have arrested the bus driver and conductor. The Commission has sought an action-taken report from the police. The Commission will advocate for a fast-track trial to ensure the harshest punishment for the accused,” Gupta told IANS.
She also expressed concern over what she described as an erosion of moral values and said existing legal provisions, including those under the Protection of Children from Sexual Offences (POCSO) Act, were intended to facilitate speedy trials, strict punishment and timely justice.
