The Delhi government has approved a major expansion of its rooftop solar programme, under which solar systems of up to 3 kW will be installed at zero upfront cost for domestic consumers with average monthly electricity consumption of up to 400 units during FY 2025-26.
Chief Minister Rekha Gupta announced the decision while detailing the second amendment to the Delhi Solar Energy Policy-2023 at a press conference at the Delhi Secretariat. Energy Minister Ashish Sood was also present.
Under the revised policy, eligible consumers will not have to make any upfront payment for installation. The Central government’s subsidy of Rs 78,000 will be supplemented by an equal capital subsidy from the Delhi government. The state government will also provide an additional top-up to cover any difference between the available subsidy and the tendered cost of the solar system.
Gupta said consumers using up to 200 units of electricity per month will continue to receive the existing 100 per cent electricity subsidy after installing rooftop solar systems. They will also be eligible for incentives linked to energy savings and will be paid for surplus solar electricity supplied to the grid.
A 3 kW rooftop solar system can generate around 300 units of electricity. Households consuming 200 units could therefore use the required power and export surplus electricity to the grid. Payments for exported power will be made at the average power purchase cost of the concerned discom.
The Chief Minister said the revised policy removes the financial burden associated with upfront installation costs and seeks to make rooftop solar more accessible to ordinary households.
Solar systems installed under the scheme will be mandatorily operated and maintained by the concerned vendor for five years. Thereafter, consumers will have the option, through discoms, to continue maintenance for the system’s full 25-year lifetime.
Eligible consumers will also receive the benefit of net metering in their monthly electricity bills, enabling households to both consume and generate electricity.
Gupta said the initiative further strengthens Prime Minister Narendra Modi’s vision under the ‘PM Surya Ghar: Muft Bijli Yojana’ and aims to accelerate the adoption of rooftop solar across Delhi.
