The Jharkhand High Court has expressed strong displeasure over the state government’s failure to comply with repeated directions to install CCTV cameras in police stations across the state and issued a show-cause notice to Director General of Police Tadasha Mishra.
A division bench comprising Chief Justice M.S. Sonak and Justice Rajesh Shankar observed that despite multiple judicial directions, including its order of June 18, no meaningful progress had been made towards installing CCTV cameras in police stations.
The court remarked that, prima facie, it appeared that the police authorities were more interested in ensuring that CCTV cameras were not installed in police stations.
Taking serious note of the continued non-compliance, the bench asked the DGP to explain why contempt proceedings should not be initiated against her for failing to implement the court’s orders.
The state government had cited several reasons for the delay, including the issuance and subsequent cancellation of tenders. However, the High Court said these explanations did not appear satisfactory at the preliminary stage.
The bench recalled that on June 18 it had considered issuing a contempt notice to the DGP but had given the state government one final opportunity to comply with its directions. The court had also instructed the Chief Secretary and Home Secretary to inform the DGP about the seriousness of the matter and ensure implementation of the orders.
Despite these directions, the court noted that there had been no substantial progress towards installing CCTV cameras in police stations anywhere in the state.
The High Court said repeated failure to comply with judicial orders was a matter of grave concern and sought a specific explanation from the DGP on the continued delay.
The matter has been listed for further hearing on September 24.
