Pakistan has reportedly provided around PKR 250 million for the reconstruction of the Jaish-e-Mohammed (JeM) headquarters in Bahawalpur, which was destroyed during Operation Sindoor, while its intelligence agency ISI has directed trained cadres of militant groups to move to launch pads in Pakistan-occupied Kashmir (PoK), according to Indian intelligence officials.
Officials said activity has resumed at the JeM facility, known as Markaz Subhanallah, but the organisation has been instructed to maintain a low profile. The group’s senior leadership has also been asked to stay away from the premises for the time being because of security concerns.
An Intelligence Bureau official said the restored facility was currently more symbolic than operational. According to officials, its reconstruction over the past 15 months was intended in part to reassure and attract potential recruits.
Security around the facility has reportedly been substantially increased, with instructions against holding major gatherings or events. Officials said the ISI was particularly keen to prevent trained cadres from regularly visiting the headquarters.
The move follows significant losses suffered by JeM during Operation Sindoor, including among trained personnel present at the facility when it was struck. Intelligence officials said rebuilding infrastructure was relatively easier than replacing experienced cadres, whose training can take months or even years.
Officials said the ISI has consequently altered its approach to protecting militant networks and is now seeking to reduce the exposure of cadres at all levels, rather than focusing only on senior leadership.
According to the officials, the agency is preparing a coordinated operation involving JeM, Lashkar-e-Taiba (LeT) and Hizbul Mujahideen in Jammu and Kashmir. Trained operatives of the groups have reportedly been directed to move from vulnerable facilities to launch pads in PoK.
Officials said the strategy also seeks to prevent further losses of trained personnel inside Pakistan and preserve the groups’ recruitment potential. They claimed that casualties sustained while carrying out attacks in Jammu and Kashmir could subsequently be portrayed as martyrdom and used for propaganda and recruitment.
The intelligence inputs come months after India launched Operation Sindoor following the Pahalgam terror attack.
