CBI books former DGCA senior official Anil Gill in corruption, criminal conspiracy case

The Central Bureau of Investigation (CBI) has registered a corruption and criminal conspiracy case against former Directorate General of Civil Aviation (DGCA) Director of Flying Training (DFT) Capt. Anil Gill and several companies and individuals over alleged abuse of official position and extending undue favours to select flying training organisations.

According to the FIR, the CBI registered the regular case on August 21 under Sections 11 and 12 of the Prevention of Corruption Act, 1988, as amended in 2018, along with Section 120B of the Indian Penal Code (IPC).

The case follows a preliminary enquiry registered on April 7, 2025, based on a complaint alleging that Gill misused his position while serving as DFT at the DGCA.

The FIR alleges that Gill extended undue regulatory favours to certain Flying Training Organisations (FTOs), causing financial disadvantage to similarly placed operators.

Investigators have alleged that training aircraft were procured at nominal prices through benami or shell entities allegedly controlled by Gill’s close relatives and were subsequently leased to favoured FTOs at higher rates.

One of the entities named in the FIR is Bluethroat Aero Global Pvt. Ltd. (BAGPL), incorporated in 2016. The company initially had Gill’s mother and maternal aunt among its directors, while his cousin and sister-in-law later joined it, according to the FIR.

The agency has also named Sabres Corporate Solutions Pvt. Ltd. and Sandhills Aviation IFSC Pvt. Ltd., which allegedly had Gill’s relatives as directors.

The FIR states that BAGPL acquired two Cessna aircraft for Rs 10 lakh and Rs 37.5 lakh respectively. The aircraft were subsequently leased to Redbird Aviation Academy Pvt. Ltd. under approvals allegedly granted by Gill in his regulatory capacity. Between 2021 and October 2023, BAGPL reportedly earned more than Rs 2.16 crore in lease rentals from Redbird Aviation Academy.

The CBI has also alleged preferential treatment in the FTO approval process. According to the FIR, Redbird Aviation Academy obtained its initial FTO approval within one month and three days, whereas competing operators allegedly took four to six months.

Another allegation concerns a selection committee chaired by Gill in September 2022, which appointed his cousin Vikas Nain as Deputy Chief Flying Instructor. Nain was subsequently employed by Redbird Aviation Academy at a monthly salary of around Rs 6.5 lakh, the FIR stated.

The agency has also flagged alleged suspicious financial transactions involving Sabres Corporate Solutions and Sandhills Aviation IFSC. Gill allegedly failed to disclose the involvement and employment of close relatives in aviation-related activities, according to the FIR.

“The CBI FIR names Capt. Anil Gill, Bluethroat Aero Global Pvt. Ltd., Redbird Aviation Academy Pvt. Ltd., Sabres Corporate Solutions Pvt. Ltd., Sandhills Aviation IFSC Pvt. Ltd., and other unknown public servants/private persons as accused,” officials said.

The allegations are part of the CBI investigation, and further action will follow based on the evidence collected by the agency.
