Prashant Kishor’s Bankipur Win Gives Jan Suraaj First Major Electoral Breakthrough in Bihar

Jan Suraaj founder Prashant Kishor has secured a landmark victory in the Bankipur Assembly by-election, delivering the fledgling political outfit its first major electoral success by wresting a constituency long regarded as a Bharatiya Janata Party (BJP) bastion.

According to the Election Commission, Kishor polled 64,515 votes after 31 rounds of counting, defeating BJP candidate Neeraj Kumar Sinha by a margin of 19,324 votes. Sinha secured 44,827 votes. Kishor later received the Election Commission’s certificate of election.

The outcome is being viewed as politically significant as it comes barely nine months after the NDA won 202 of Bihar’s 243 Assembly seats. Bankipur, an urban constituency traditionally dominated by upper-caste communities such as Kayasthas, Brahmins, Bhumihars, Rajputs, Vaishyas and Kurmis, had long been considered one of the BJP’s safest seats.

Kishor’s campaign shifted the focus from conventional caste equations to governance, education, employment, migration and development, helping him attract support across diverse social groups, including sections of upper-caste voters as well as Yadav and Muslim communities.

During the campaign, Kishor repeatedly referred to a remark attributed to BJP MP Ravi Shankar Prasad, portraying it as evidence that the BJP had become overconfident about retaining Bankipur. Although the complete context of the statement differed and Prasad had rejected the suggestion that the BJP could win elections by fielding any candidate, the issue became a recurring campaign theme for Jan Suraaj.

The BJP’s decision to replace its original candidate, Abhishek Kumar, with Neeraj Kumar Sinha also became a political issue during the campaign. Kishor contrasted his campaign centred on data-driven governance and public issues with what he projected as the BJP’s organisational reliance in a traditional stronghold.

The by-election was also held in the backdrop of student protests linked to the NEET controversy in Patna. Police action against protesting students became a major campaign issue, complementing Kishor’s emphasis on education and employment.

The campaign further unfolded amid political discontent following the change in Bihar’s leadership after Nitish Kumar’s tenure as Chief Minister ended. According to the political narrative that emerged during the campaign, sections of Kurmi and Koiri (Lav-Kush) voters were unhappy with the developments. Opposition parties also highlighted incidents such as the Bharat Tiwari encounter case and reports of firing with an AK-47 rifle during a student protest in Siwan to question the government’s handling of law and order.

While it cannot be conclusively established how each issue influenced voting patterns, Kishor’s victory reflected a combination of factors, including an extensive grassroots campaign, cross-community outreach, youth-centric messaging and anti-incumbency perceptions.

The result marks a significant milestone for Jan Suraaj and signals that even long-established political strongholds in Bihar can witness electoral shifts when an alternative campaign gains momentum.
