The district administration in Jammu and Kashmir’s Shopian has made the installation of CCTV surveillance systems mandatory for a wide range of public, commercial, financial and institutional establishments, directing them to comply with the order within 15 days.
According to the official directive, the move is aimed at strengthening public safety, maintaining law and order, protecting life and property, preventing crime and enhancing the district’s overall security infrastructure.
The order noted that advances in surveillance technology have significantly improved the ability of law enforcement agencies to prevent, detect and investigate crimes, identify offenders, preserve public order, safeguard public assets and respond effectively during emergencies.
It stated that CCTV systems have become an essential tool for deterring criminal activities, monitoring public spaces, regulating crowd movement and traffic, protecting commercial and institutional premises, and generating reliable electronic evidence for the investigation and prosecution of offences.
The administration said that, following a review of the prevailing security situation in consultation with the district police and other security agencies, it was found necessary to install surveillance systems at vulnerable, public-facing and high-footfall locations to improve security arrangements and ensure a timely response to incidents affecting public order and safety.
The order observed that the absence of adequate surveillance at several establishments hampers the ability of investigating agencies to promptly identify offenders, establish facts, collect admissible evidence and ensure accountability in cases involving theft, vandalism, trespass, anti-social activities, unlawful assemblies, public nuisance, traffic violations and other offences affecting public tranquillity.
The directive states that the measure has been issued in the interest of public safety, citizen security, property protection and the maintenance of public order.
The order applies to banks, financial institutions, cooperative banks, ATMs, jewellery and bullion establishments, petrol pumps, LPG distribution points, shopping complexes, retail stores, hotels, restaurants, banquet halls, educational institutions, hospitals, clinics, diagnostic centres, religious places, cinema halls, recreation centres, transport hubs, government offices, warehouses and other public-facing establishments.
All covered institutions have been instructed to install and maintain CCTV surveillance systems within 15 days from the date of issuance of the order.
