The Jammu and Kashmir government on Friday ordered a fresh inquiry into alleged unauthorised purchase of equipment by the Roads and Buildings (R&B) Division in Budgam district, with the aim of fixing responsibility for alleged procedural and financial irregularities.
The Public Works (R&B) Department has constituted a new Inquiry Committee to examine the purchases reportedly made by the then Executive Engineer of the Public Works (R&B) Division, Budgam.
According to the government order, the fresh inquiry has been initiated in supersession of Government Order No. 245-PW(R&B) of 2024 dated August 14, 2024. The decision follows advice from the Finance Department issued through U.O No. FD-Code/406/2026-12-81 dated July 6, 2026.
The matter relates to contempt proceedings, CCP No. 207/2022, arising out of Writ Petition (Civil) No. 1192/2021 titled M/s New BT Enterprises vs UT of J&K and others.
The committee has been tasked with conducting a detailed examination of the alleged procurement of equipment without budgetary provisions, approval from the competent authority and adherence to prescribed procurement procedures.
Officials said the panel will determine individual responsibility based on evidence and submit its findings within 21 days from the date of issuance of the order.
The government has also clarified that any subsequent transfer or change in posting of officers nominated to the committee will not affect their assigned responsibilities. The clarification is intended to ensure that the inquiry continues without disruption until its conclusion.
The fresh investigation is expected to determine whether disciplinary or other administrative action is required in connection with the alleged irregularities in the Budgam R&B Division.
