AI-Based Legal Research Tool for Judges Undergoing Pilot Testing, Centre Tells Lok Sabha

The Centre on Friday informed the Lok Sabha that an Artificial Intelligence (AI)-based legal research tool developed to assist judges is currently undergoing pilot testing as part of efforts to enhance the efficiency of the judicial system.

Minister of State for Law and Justice Arjun Ram Meghwal, in a written reply, said the Legal Research Analysis Assistant (LegRAA) has been developed by the Artificial Intelligence Division of the National Informatics Centre (NIC) in collaboration with the NIC’s Centre of Excellence for eCourts (CoEE).

According to the Minister, LegRAA is designed to support judges in conducting legal research and is presently in the pilot phase.

He also informed the House that another AI-enabled platform, Digital Courts 2.1, developed by the Centre of Excellence for eCourts at NIC, Pune, is undergoing pilot testing. The integrated digital case management platform provides a single-window interface for case-related information and includes AI-powered features such as voice-to-text transcription and translation to assist judges and judicial officers in dictating court orders and judgments.

Meghwal said the operational framework governing the deployment and future use of AI-based solutions in the judiciary would be determined in accordance with the Rules of Business and the policies of the Supreme Court of India and the respective High Courts.

He further stated that the eCourts Mission Mode Project, being implemented by the Department of Justice in coordination with the Supreme Court’s eCommittee under the National e-Governance Plan, has made provisions for adopting emerging technologies, including AI, during its Phase III implementation.

An allocation of Rs 53.57 crore has been earmarked under the “Future Technological Advancements” component to support the adoption of such technologies for improving judicial efficiency, the Minister said.

In response to another question, Meghwal informed the Lok Sabha that the Designing Innovative Solutions for Holistic Access to Justice (DISHA) 2.0 scheme will be implemented across the country, including all districts of Gujarat, during the 2026–31 period.

The Central Sector Scheme aims to leverage technology to improve access to legal services through four key components — Tele-Law: Reaching the Unreached, Nyaya Bandhu (Pro Bono Legal Services), Legal Literacy and Legal Awareness Programme, and VIDHI (Vision for Integrated Delivery of Harmonised Legal Initiatives)-Sanjeevani.

The Minister said the implementation of DISHA 2.0 will be monitored through the VIDHI-Sanjeevani centralised integrated dashboard, supplemented by regular review meetings, field visits, regional workshops and feedback mechanisms.
