Congress MP Manish Tewari on Monday criticised the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, calling it a “band-aid solution” and alleging that the government introduced the legislation to ease public anger over repeated paper leaks and examination-related irregularities.
Tewari’s remarks came after the Lok Sabha was adjourned for the third time on Monday amid protests by Opposition members following the introduction of the Bill.
The Congress leader said the proposed legislation lacked substantial measures to address deeper issues affecting India’s education and examination system. He argued that if the government was serious about the matter, it should have brought a comprehensive law addressing wider challenges in the education sector.
Speaking to reporters, Tewari said the Bill was aimed at responding to public anger, particularly among young people, following recent protests and police action against NEET-related demonstrators. He alleged that the proposed amendments did not contain meaningful reforms.
Opposition parties have been demanding an apology from Union Home Minister Amit Shah over the police action against NEET protesters on July 20. The government, however, has accused the Opposition of avoiding a constructive discussion on measures to prevent examination fraud and diverting attention from the Bill.
The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, seeks to strengthen provisions under the existing 2024 law governing unfair practices in public examinations.
The proposed amendments include stricter penalties for those involved in paper leaks and examination fraud, including imprisonment of up to 10 years, fines up to ₹10 crore, confiscation of assets of convicted persons and provisions aimed at ensuring faster disposal of cases through a time-bound judicial process.
The legislation follows the Union Cabinet’s approval of measures aimed at strengthening examination security, establishing fast-track courts and improving accountability in cases involving paper leaks and other unfair practices.
