The New Delhi Municipal Council (NDMC) has divided 41 major roads in its jurisdiction into 14 circles and assigned dedicated nodal officers as part of an extensive civic preparedness plan for the forthcoming BRICS Summit in the capital.
NDMC Chairman Manoj Kumar Dwivedi announced the measures after reviewing preparations for the international event, scheduled next month. He said the plan aims to ensure uninterrupted civic services, high standards of cleanliness, improved aesthetics and coordinated urban management throughout the Summit period.
“All departments concerned have been directed to work in close coordination to ensure that New Delhi presents a clean, green, well-maintained and aesthetically enhanced face to international delegates and visitors,” Dwivedi said.
Each of the 14 circles will have a Nodal Officer, who, along with field teams, will conduct daily inspections and monitor compliance with prescribed standard operating procedures.
As part of the beautification exercise, the NDMC has identified 15 locations for floral boards, nine for floral fountains and 17 roundabouts for landscaping, special beautification and electric illumination. Additional prominent locations have also been earmarked for focused cleanliness and civic upkeep, though their details have not been disclosed for security reasons.
Round-the-clock sanitation arrangements will be in place from September 9 to 14, including additional sanitation workers and special night-duty teams. Mechanical road sweepers, gobblers, push-back manual sweepers, ride-on sweepers and scrubbers will be deployed. Temporary dustbins and mobile toilets will also be installed where required, while stray-animal removal will form part of the sanitation drive.
The horticulture programme includes seasonal flower plantations, landscaping, greening of brown patches, maintenance of green corridors, shrub pruning and installation of decorative planters and floral boards.
The civic body will also undertake pothole and footpath repairs, maintain railings, road signs and street furniture, remove debris and strengthen stormwater drainage. Public toilets in identified areas will be inspected regularly to ensure cleanliness and functionality.
Electrical preparedness will include inspection of streetlights and decorative illumination, backup power arrangements and deployment of Quick Response Teams to address faults.
The NDMC will also intensify enforcement against encroachments and unauthorised hoardings, regulate street vending and monitor construction activity, particularly along VIP and important movement routes. Special drives will target illegally parked vehicles, with designated parking arrangements to be provided where necessary.
Medical teams and ambulances will be deployed at identified locations. Food establishments will be inspected, while mosquito-control and other preventive health measures will be intensified.
In view of possible monsoon rainfall, the Council will undertake measures to prevent waterlogging, maintain drainage and remove accumulated leaves and waste from roads and public spaces.
The NDMC will coordinate with hotels, Resident Welfare Associations, Market Traders Associations and other stakeholders to promote cleanliness and civic discipline. It will also work with the Delhi Police, Ministry of External Affairs, Delhi government, district authorities and Central government agencies for traffic management, security and public-space arrangements.
A publicity campaign will disseminate information through official social media platforms and press releases. BRICS branding will be displayed on 154 digital screens and around 83 public and common toilet utilities.
Dedicated Nodal Officers have also been appointed for events including the BRICS Bazaar, BRICS Run & Ride, BRICS Murals & Painting and the BRICS Food Festival.
A 24×7 control room and Command and Control Centre will monitor civic services through CCTV surveillance, field reports and inspections. The 14 Circle Nodal Officers will report deficiencies and ensure their prompt resolution.
Dwivedi urged Market Traders Associations, RWAs and other organisations in the NDMC area to participate in cleanliness initiatives and help showcase the capital in its best condition during the international summit.
