Jammu and Kashmir recorded 103 financial fraud cases involving Rs 193.49 crore during the financial year 2025-26, with banks recovering Rs 6.92 crore, according to data presented by the Union Ministry of Finance in the Lok Sabha.
The information was provided in response to an Unstarred Question in Parliament and was based on statistics compiled by the Reserve Bank of India (RBI).
The data showed that while the number of bank fraud cases in the Union Territory has declined steadily over the past three years, the amount involved in such frauds has increased sharply.
Jammu and Kashmir reported 467 fraud cases involving Rs 47.55 crore in 2023-24. In 2024-25, the number of cases fell to 298, but the financial value of frauds rose to Rs 81.27 crore.
During 2025-26, the number of reported cases declined further to 103, while the amount involved surged to Rs 193.49 crore.
Despite the increase in recoveries in absolute terms, the overall recovery rate remained limited. Banks recovered Rs 3.23 crore in 2023-24, Rs 2.65 crore in 2024-25 and Rs 6.92 crore in 2025-26, leaving a substantial portion of the defrauded amount unrecovered.
The RBI data also included details of fraud cases reported from Ladakh. The Union Territory recorded eight such cases during 2025-26, although no financial amount was reported and no recovery was made.
Ladakh had reported 18 fraud cases involving Rs 0.07 crore in 2023-24 and 13 cases amounting to Rs 0.03 crore in 2024-25.
The Ministry of Finance clarified that the figures relate to fraud cases reported by Scheduled Commercial Banks and do not include Regional Rural Banks or All India Financial Institutions.
The government also informed the Lok Sabha that the RBI does not maintain separate data on funds frozen or amounts refunded to victims of financial frauds.
