Amritsar Commissionerate Police has busted two alleged ISI-backed cross-border terror modules with the arrest of nine persons, including four juveniles, and recovered four petrol bottle bombs, three illegal pistols and nine live cartridges, Punjab Police said on Tuesday.
Punjab Director General of Police (DGP) Gaurav Yadav said the arrests were made as part of the state government’s ongoing efforts to prevent terror-related activities and maintain law and order in Punjab.
Those arrested have been identified as Vansh Kumar (19) and Anmol Singh alias Sahil (20), both residents of Patti in Tarn Taran; Harman Singh alias Hammu (24) and Sukhdev Singh (30), residents of village Jhanjoti in Amritsar; Sukhman Singh (19), a resident of village Joth in Amritsar, besides four juveniles.
Police also seized a stolen motorcycle allegedly used by the accused for carrying out criminal activities.
According to DGP Gaurav Yadav, the preliminary investigation revealed that the accused were allegedly operating at the direction of foreign-based ISI handlers who were attempting to recruit local youth for terror-related activities, surveillance of security installations, illegal weapon procurement and disruption of public peace.
The DGP said the investigation also revealed that surveillance cameras had allegedly been installed near railway tracks and their footage was being shared with foreign handlers. He added that further probe was underway to identify other members linked to the network, establish forward and backward connections, trace financial transactions and uncover any involvement in additional terror activities.
Amritsar Police Commissioner Gurpreet Singh Bhullar said police teams acted on specific intelligence inputs and intercepted Vansh Kumar along with a juvenile associate. A .32 bore country-made pistol and three live cartridges were recovered from their possession.
Following the disclosure of the arrested accused, police arrested Anmol Singh alias Sahil, who allegedly supplied the weapon.
The CP said further investigation revealed that financial transactions related to the installation of surveillance cameras near railway tracks were allegedly carried out through Paytm by Sukhdev Singh at the instance of Harman Singh alias Hammu, both of whom were lodged in Central Jail, Amritsar. They were brought on production warrants and formally arrested in the case.
Police said Anmol Singh and his associates, along with the CCTV cameras installed near railway tracks, have been handed over to the Government Railway Police (GRP) for further investigation and legal action.
Sukhdev Singh and Harman Singh alias Hammu are also accused in an Arms Act case registered at Rajasansi Police Station, where four Glock pistols were earlier recovered from them, police said.
In a separate operation, police teams acting on intelligence inputs apprehended two juveniles and recovered a .32 bore country-made pistol, two petrol bottle bombs and a lighter.
During interrogation, the accused allegedly disclosed that they, along with Sukhman Singh and another juvenile associate, had made multiple attempts to execute the conspiracy. Police subsequently arrested the two associates and recovered two petrol bombs and one .30 bore pistol from their possession.
Three separate FIRs have been registered in connection with the recoveries.
The cases include FIR No. 97 dated July 11, 2026, registered under Sections 317(2), 238 and 3(5) of the Bharatiya Nyaya Sanhita (BNS) and Section 25 of the Arms Act at Mohkampura Police Station; FIR No. 24 dated July 29, 2026, under Sections 25(6), 25(7) and 25(8) of the Arms Act at Airport Police Station; and FIR No. 112 dated August 2, 2026, under Sections 326(G), 113 and 62 of the BNS and Section 25 of the Arms Act at C-Division Police Station.
Police said further investigation into the alleged terror network is underway.
