The Lok Sabha on Friday passed the Registration of Births and Deaths (Amendment) Bill amid persistent Opposition protests and sloganeering, as proceedings in the House remained disrupted over demands for discussions on several issues.
The legislation, introduced by Minister of State for Home Affairs Nityanand Rai, was cleared through a voice vote without a detailed debate as Opposition members entered the Well of the House, raising slogans and displaying placards.
The Opposition protests centred around demands for a discussion on the alleged Ram Temple donation theft controversy and accountability from Home Minister Amit Shah over allegations of police action during the student protests in Delhi linked to the NEET paper leak issue.
Despite repeated appeals from the Chair for maintaining order, the disruptions continued. When the House resumed at noon, presiding officer Dilip Saikia attempted to proceed with the listed legislative business, following which Rai moved the Bill for consideration and passage.
The Registration of Births and Deaths (Amendment) Bill seeks to tighten provisions related to delayed registration. Under the amended framework, if a birth or death is reported more than one year but within two years of occurrence, registration would require approval from the District Magistrate, Sub-Divisional Magistrate, or an authorised Executive Magistrate.
Parliamentary Affairs Minister Kiren Rijiju criticised the Opposition’s approach, saying members should participate in discussions instead of disrupting proceedings over important legislation.
“People have sent you to the Parliament for discussing and deliberating on key legislative issues and framing laws. You don’t engage in discussion on legislation, then go in public claiming that the government is bulldozing the Bill through the House,” Rijiju said.
Dilip Saikia also appealed to members to maintain constructive dialogue, warning that continued disruptions could set a negative precedent.
As the protests persisted, the Chair adjourned the Lok Sabha till Monday morning.
