CBI Court Sentences Seven to Two Years’ RI in Lok Priya CGHS Revival Scam

A Special CBI Court in New Delhi has sentenced seven people, including two former officials of the Registrar of Co-operative Societies (RCS), to two years of rigorous imprisonment in connection with the fraudulent revival of the Lok Priya Co-operative Group Housing Society (CGHS), according to an official statement issued on Saturday.

The convicted former public servants are R.K. Shrivastava, then Registrar of Co-operative Societies, and P.N. Manchanda, then Assistant Registrar. The other five convicts are private individuals identified as K.K. Wadhwa, Anil Kumar, Sunil Kumar, Devender Pal Singh and Ravi Saluja.

The court awarded two years of rigorous imprisonment to all seven convicts. Shrivastava and Manchanda were also fined Rs 75,000 each after being found guilty of offences related to criminal misconduct. The remaining five were convicted for criminal conspiracy, cheating and using forged documents, and were also fined in accordance with the offences established during the trial.

The Central Bureau of Investigation (CBI) had registered the case in September 2006 as part of its wider probe into the alleged fraudulent revival of defunct or wound-up Co-operative Group Housing Societies that had originally been registered between 1970 and 1980.

According to the investigation, the accused private individuals allegedly entered into a criminal conspiracy with officials in the Office of the Registrar of Co-operative Societies to unlawfully revive the Lok Priya CGHS. Investigators found that forged and fabricated documents were allegedly used to facilitate the revival of the society and secure the allotment of land from the Delhi Development Authority (DDA).

Following the investigation, the CBI filed a charge sheet before a Delhi court on January 27, 2008. After an extended trial, the court convicted all seven accused on July 14, before pronouncing the sentence on July 30.

The case forms part of the CBI’s long-running investigation into irregularities involving cooperative group housing societies in the national capital.
