Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday said providing government employment to the next of kin of civilians killed in terrorist violence marks a significant step towards justice, rehabilitation and dignified livelihoods for affected families.
Addressing a function at the Sher-e-Kashmir International Convention Centre (SKICC) in Srinagar, where appointment letters were handed over to family members of civilian terror victims, the Lieutenant Governor said the administration remains committed to ensuring support for every eligible family affected by terrorism in the Union Territory.
Sinha described the initiative as a “historic humanitarian measure” aimed at restoring hope, dignity and financial stability to families that have suffered due to terror-related violence.
He said that while no employment opportunity or financial assistance could compensate for the loss of a loved one, it was the constitutional, moral and humanitarian responsibility of the government to stand with families facing the consequences of terrorism.
“Our commitment is unwavering. Every eligible terror-affected family will receive justice, rehabilitation and the opportunity to rebuild their life with dignity. No compensation can replace those we have lost, but the administration will continue extending every possible assistance to ensure these families are not left behind,” he said.
Reiterating the administration’s firm stance against terrorism, the L-G said coordinated efforts by the Jammu and Kashmir Police, Indian Army, Central Reserve Police Force (CRPF) and civil administration were continuing to dismantle the terror ecosystem and establish lasting peace in the region.
He said eliminating terrorism was not only the responsibility of security forces and the government but also a collective responsibility of citizens committed to peace and development.
Referring to the constitutional changes introduced on August 5, 2019, Sinha termed the decision a historic turning point that ended decades of discrimination and ensured equal constitutional rights for the people of Jammu and Kashmir. He said the extension of more than 890 Central laws had strengthened governance, transparency, accountability and equal opportunities in the Union Territory.
Recalling Union Home Minister Amit Shah’s statement in Parliament on August 5, 2019, the L-G said over 41,000 lives had been lost due to terrorism over the years and added that constitutional reforms had further strengthened democratic institutions and legal safeguards for citizens.
Highlighting cases where long-awaited relief was provided to terror-affected families, Sinha said the administration had delivered justice after decades of delay. He cited the example of Wali Mohammad Wani’s family from Shopian, which received relief 33 years after his killing. He also mentioned the families of Abdul Hamid Bhat from Kupwara and Farooq Ahmad Mir from Tral, who received government employment after waiting for more than two decades.
The L-G further stated that land and property belonging to several terror victim families had been restored and assured that all genuine pending cases were being examined with fairness, transparency and compassion.
Speaking about governance reforms, Sinha said recruitment and public service delivery systems in Jammu and Kashmir were now based on transparency and merit, strengthening public confidence in institutions.
He said the younger generation of Jammu and Kashmir seeks opportunities rather than sympathy and has the capability to excel in education, entrepreneurship, innovation, sports and other sectors.
Sharing an interaction with a student from Kupwara, he said academic sessions that earlier faced delays of nearly seven years due to disruptions are now being completed within the prescribed timeframe, reflecting improved stability and governance.
The Lieutenant Governor also highlighted development achievements in road connectivity, tunnel projects, airports, educational institutions and healthcare infrastructure, saying these initiatives were creating new opportunities for investment, employment and economic growth.
Paying tribute to personnel of the Jammu and Kashmir Police, Indian Army and CRPF who sacrificed their lives while fighting terrorism, Sinha said their courage and dedication continue to inspire efforts towards building a peaceful and prosperous Jammu and Kashmir.
“The people’s faith in justice has grown stronger. Our commitment is to ensure that the dark chapters of terrorism never return and that every citizen lives with dignity, security and hope,” he said.
Wednesday marks the seventh anniversary of the abrogation of Articles 370 and 35A, following which the erstwhile state of Jammu and Kashmir was reorganised into a Union Territory, while Ladakh was granted separate Union Territory status.
