Ideological Differences Do Not Rule Out Tactical BLA-ISKP Interaction: Report

A report examining last week’s deadly attack on judicial officers in Pakistan’s Balochistan province has suggested that ideological differences between the Balochistan Liberation Army (BLA) and the Islamic State Khorasan Province (ISKP) do not necessarily rule out the possibility of limited tactical interaction, while stressing that no evidence has yet established any operational link between the two groups.

District and Sessions Judge Abdul Hakeem Kakar and his police guard were killed, while Additional Sessions Judge Tariq Lashari sustained injuries after unidentified gunmen attacked a vehicle carrying judicial officers from Quetta to Mastung on July 23.

According to an Asia Times report, the Islamic State Khorasan Province (ISKP) reportedly claimed responsibility for the attack soon afterwards. However, the claim remains unverified and investigations are still underway to determine those responsible for the assault.

The report argues that the incident reflects changing patterns in contemporary terrorism, where militant organisations increasingly compete not only through violence but also by claiming responsibility for high-profile attacks to expand their influence, attract recruits, secure financial backing and enhance their propaganda reach.

It notes that the assassination of a judicial officer carries particular significance, as judges play a critical role in prosecuting terrorism-related cases, evaluating evidence and upholding the rule of law. Attacks on members of the judiciary, the report says, can undermine public confidence in state institutions and place additional pressure on governance.

The report further states that while the BLA is an ethno-nationalist separatist organisation and ISKP is the regional affiliate of the Islamic State operating in Afghanistan and Pakistan, their contrasting ideologies do not automatically eliminate the possibility of restricted tactical cooperation. Such interaction, if any, could involve logistical assistance, shared propaganda objectives or limited operational coordination.

However, it emphasises that these remain possible scenarios rather than established facts, adding that there is currently no verified evidence linking the two groups in the Mastung attack. It says a comprehensive investigation is required before any conclusions can be drawn.

The attack occurred amid a series of security-related incidents in Mastung targeting law enforcement personnel, transport and civilian infrastructure. While it remains unclear whether these incidents formed part of a coordinated campaign, the report says the deteriorating security situation has raised concerns about governance, mobility and public safety in the region.

The developments come as Pakistan continues to witness an increase in attacks on security personnel, particularly in the provinces of Balochistan and Khyber Pakhtunkhwa, where militant violence has intensified in recent months.
