The National Human Rights Commission (NHRC) has taken cognisance of a complaint alleging that Independence Day celebrations were not held in some government schools in Punjab, particularly those located near the India-Pakistan border, and has sought a detailed report from the state government.
The NHRC Bench headed by Priyank Kanoongo has directed the Punjab government to examine whether students in rural, remote and border areas were denied the same opportunities to participate in Independence Day celebrations as children studying elsewhere in the state.
The complaint alleged that Independence Day programmes were not conducted in certain government schools, potentially depriving students of an opportunity to participate in a national event and learn about the country’s freedom struggle, Constitution, national symbols, civic responsibilities, national unity and democratic values.
The Commission has asked the Punjab government to submit state-wise, district-wise and school-wise details regarding the observance of Independence Day on August 15, 2026.
The report is expected to specify the number of government schools where the national flag was hoisted, the National Anthem was sung and students participated in the celebrations. Authorities have also been asked to identify schools where prescribed activities were not conducted and explain the reasons for such non-compliance.
The NHRC has specifically directed the state authorities to verify the situation in rural, remote and border schools and report any disparity in the opportunities available to students in these areas.
The Bench observed that national occasions such as Independence Day have important educational and civic significance for children. Participation in such programmes helps students understand India’s freedom struggle and democratic values while encouraging national unity and respect for constitutional and national symbols.
Punjab Chief Secretary has been directed to submit a detailed Action Taken/Compliance Report to the Commission within four weeks.
The NHRC has also sought relevant information from the Ministry of Education, Government of India, and informed the Ministry of Home Affairs for appropriate action.
Through the proceedings, the Commission aims to determine whether children studying in border and remote areas were denied equal opportunities to participate in the observance of Independence Day because of the geographical location of their schools.
