Centre Reviews Safety of Indian Seafarers, Directs Agencies to Ensure Swift Response in Conflict Zones

The Centre on Wednesday directed all concerned agencies to maintain close coordination to safeguard Indian seafarers serving aboard merchant vessels in conflict-sensitive regions, stressing that their safety and welfare must remain the government’s highest priority amid prevailing geopolitical tensions.

Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal chaired a comprehensive review meeting on the security and well-being of Indian mariners deployed in vulnerable maritime zones. He reiterated the government’s commitment to ensuring that Indian seafarers receive timely assistance, accurate information and all necessary support.

Emphasising the need for a coordinated response, Sonowal instructed officials to work closely with Indian Missions abroad, shipping companies, maritime authorities and other stakeholders so that India’s response mechanism remains proactive, integrated and capable of responding swiftly to emerging situations.

“No Indian seafarer should find himself caught in the crossfire of geopolitical conflict. Every possible measure must be taken to safeguard our seafarers, support their families and ensure timely assistance wherever required,” the minister said.

During the review, officials informed the minister that the Directorate General of Shipping’s Seafarer Grievance and Assistance Cell is functioning round the clock, offering dedicated helplines, information services and grievance redressal support for Indian seafarers and their families.

The meeting also reviewed measures to improve awareness among seafarers before deployment. Recruitment and Placement Service Licensees (RPSLs) have been asked to conduct structured pre-departure orientation programmes to familiarise personnel with operational conditions, security protocols and evolving geopolitical risks in areas where they may be assigned.

Highlighting the broader welfare of seafarers, Sonowal directed that mental health support be integrated into the existing welfare framework. He called for structured counselling services for both seafarers and their families and emphasised that transparent communication regarding operational risks should form an essential part of pre-deployment preparation.

“Our responsibility extends beyond ensuring physical safety. Seafarers and their families deserve timely information, emotional support and complete transparency regarding the challenges they may face while serving at sea,” the minister said.
