Amit Shah to Lay Foundation Stone of Gwalior Telecom Manufacturing Zone on October 29

Union Home Minister Amit Shah will lay the foundation stone of the proposed Telecom Manufacturing Zone (TMZ) in Gwalior on October 29, Union Communications Minister Jyotiraditya Scindia announced on Tuesday.

Scindia said the project, described as Asia’s first Telecom Manufacturing Zone, is taking shape through sustained efforts and is expected to establish Gwalior as a major hub for telecom equipment and component manufacturing.

The TMZ is being developed as an integrated industrial cluster covering manufacturing, design, research and development, testing and innovation. It is also expected to support industries linked to optical fibre, semiconductors and next-generation 5G and 6G technologies.

The Department of Telecommunications and the Madhya Pradesh government signed a memorandum of understanding (MoU) in July for setting up the zone. Around 170 acres have been identified for the first phase, while the Centre has committed Rs 493 crore as 100 per cent financial assistance for infrastructure development.

The project will be implemented through a Special Purpose Vehicle (SPV), with the Madhya Pradesh government holding a 51 per cent stake and the Department of Telecommunications the remaining 49 per cent.

Scindia said the TMZ was envisioned as a comprehensive ecosystem rather than a single industrial unit, bringing together telecom manufacturers and allied industries.

According to the Minister, more than 24 companies have initiated the application process for establishing units in the zone. Investor interactions in New Delhi, Mumbai and Bengaluru have generated proposals worth more than Rs 5,500 crore, with the potential to create over 18,000 jobs.

The New Delhi investor meet generated commitments of around Rs 3,500 crore with potential employment for nearly 14,000 people, while the Mumbai meet in August attracted commitments of around Rs 2,000 crore and an estimated 4,000 jobs. A subsequent interaction in Bengaluru generated additional proposals worth around Rs 700-800 crore.

The zone will follow a plug-and-play model, providing ready infrastructure and common facilities to companies to commence manufacturing operations.

The project aims to strengthen domestic telecom production, reduce import dependence and promote research, innovation and India’s participation in global telecom supply chains.

Scindia has been reviewing the project with officials from the Centre and Madhya Pradesh government and recently inspected the identified site. The state government has provided the land free of cost and is also offering incentives to investors.
