Owaisi Alleges Misuse of Form 7 to Target Muslim Voters, Seeks Action Against Applicants

AIMIM president and Hyderabad MP Asaduddin Owaisi on Tuesday alleged a conspiracy to disenfranchise Muslim voters through fraudulent and bulk submission of Form 7 applications during the ongoing Special Intensive Revision (SIR) of electoral rolls.

Owaisi raised the issue with Telangana Chief Electoral Officer C. Sudharsan Reddy, alleging that Form 7 was being misused to target Muslim voters in the Goshamahal Assembly constituency, which falls within his parliamentary constituency.

In his complaint, Owaisi cited an instance at polling station number 28, where Thudumu Janardhan allegedly submitted 122 Form 7 applications seeking deletion of voters’ names. According to Owaisi, the names of the voters targeted for deletion were pre-printed on the forms, while the applicant had filled in his own name and contact number.

Owaisi claimed that an inquiry found the person who submitted the forms to be a BJP sympathiser and alleged that this indicated targeted use of Form 7 against Muslim voters.

He also cited polling station number 173, where around 30 Form 7 applications were reportedly submitted to the Booth Level Officer (BLO). He said the forms did not mention the applicants’ names, while the names of the voters against whom deletion was sought were pre-printed.

Owaisi said the BLOs did not accept the forms and thanked them for their vigilance. He urged the Chief Electoral Officer to initiate action against those involved under Section 31 of the Representation of the People Act, 1950, which provides for action against false statements.

Speaking to the media at AIMIM headquarters in Darussalam, Owaisi said all 122 voters named in the applications appeared in the electoral rolls of 2022, 2026 and the recently published draft rolls. He said some had also received notices over alleged discrepancies and appeared for hearings.

“All 122 voters are Muslims. Who is filing Form 7 applications? Why this hatred against Muslims?” Owaisi asked.

He said an AIMIM help desk had been operating at the party headquarters in the Goshamahal constituency for the past few months to assist voters irrespective of their religion or caste.

Owaisi credited the vigilance of BLOs and Booth Level Agents (BLAs) with preventing the alleged attempts in Goshamahal, but expressed concern that similar misuse of Form 7 could be going undetected elsewhere in Telangana.

He urged the Election Commission of India to take stringent action against anyone attempting to target members of a particular community through false Form 7 applications.

On the INDIA bloc MPs’ protest march to the Election Commission office in Delhi, Owaisi said he did not participate as he was not part of the alliance.

He nevertheless reiterated his opposition to the existing process for selecting the Chief Election Commissioner, describing it as heavily tilted in favour of the executive. Owaisi called for an amendment to restore the earlier proposed system involving a panel comprising the Prime Minister, Leader of the Opposition and Chief Justice of India.

He also reiterated his opposition to the SIR exercise, describing it as “an NRC through the backdoor”.
