Senior Congress leader P. Chidambaram on Tuesday cited Chief Justice of India Surya Kant’s clarification that the Supreme Court had not approved any modification to Form 6, as the Opposition intensified its protest against Chief Election Commissioner Gyanesh Kumar over the Special Intensive Revision (SIR) of electoral rolls.
INDIA bloc MPs marched from Parliament towards the Election Commission of India (ECI) headquarters on Tuesday, carrying the Tricolour and banners reading “Save Democracy”. The protesters are demanding Kumar’s resignation over alleged irregularities in the voter-roll revision exercise.
The Supreme Court on Monday clarified that it had not approved any modified version of Form 6 and said it would examine the records to determine who had made any changes to the form. The observation came while a three-judge Bench headed by CJI Surya Kant was hearing a petition concerning decisions allegedly taken by the CEC.
Reacting to the development, Chidambaram said the CJI’s statement had been made in open court and questioned the Election Commission’s position.
“The CJI clearly denied approving any modifications to Form 6,” Chidambaram said, adding that the additional declaration introduced alongside the form amounted to a modification in his view.
The Election Commission, however, has maintained that the statutory Form 6 itself was not altered and that an additional declaration was attached during the SIR exercise. The poll panel had earlier cited the Supreme Court’s May 2026 judgment on the Bihar SIR while explaining the additional requirement.
Congress MP Karti Chidambaram also criticised the SIR exercise, describing it as “unconstitutional and ultra vires”. He alleged that the exercise was aimed at excluding voters rather than facilitating their inclusion and questioned the additional information sought from applicants, including details concerning their parents’ voter status.
He also alleged misuse of Form 7, which is used for deletion of names from electoral rolls, claiming that political workers had submitted applications seeking mass deletions. These allegations have been made by the Congress and remain disputed.
Karti Chidambaram further questioned whether decisions relating to the SIR exercise were being taken in accordance with the Election Commission’s institutional procedures and alleged unilateral decision-making by the CEC.
The Congress leaders said the controversy over Form 6 and the wider SIR exercise was among the reasons behind the Opposition’s demand for Kumar’s resignation.
The Supreme Court is examining the Form 6 issue and has sought relevant records from the Election Commission.
