India urges UN members to pay dues on time, ensure funding for development agenda

India has urged all United Nations member states to pay their assessed contributions in full and on time, while calling for adequate funding for the UN’s development agenda.

Speaking at the General Assembly’s Fifth Committee, which deals with the UN budget, BJP MP Banshilal Gurjar highlighted India’s record of timely payments, noting that the country has consecutively figured on the UN’s Honour Roll for prompt payment of its assessed contribution to the regular budget.

Gurjar stressed that member states should meet their financial obligations without preconditions, saying timely contributions are essential for the effective functioning of the world body.

His remarks came amid concerns over delayed payments by some of the UN’s largest contributors. Delays by the United States and China had contributed to mounting financial pressures on the organisation before Washington made a partial payment and Beijing cleared its contribution for the year ahead of the high-level segment of the General Assembly last month.

Gurjar also raised concerns over delays in payments to countries that contribute troops and police personnel to UN peacekeeping missions. He noted that many of these contributing nations are developing countries and argued that delayed reimbursements place an indirect financial burden on them.

He said developing countries should not be required to shoulder a disproportionate share of the cost of UN peacekeeping operations while some member states delay or withhold their assessed contributions.

Gurjar reiterated India’s support for the principle of “capacity to pay” in determining member states’ financial assessments, describing the principle as non-negotiable.

Gumma Thanuja Rani, YSR Congress Party MP from Andhra Pradesh, also addressed the committee and stressed the need to continue the UN reform agenda during the current General Assembly session.

She called for adequate allocations for development-related programmes and initiatives, emphasising the importance of ensuring sufficient resources for the UN’s development priorities.

Gurjar delivered his remarks in Hindi, with simultaneous interpretation provided in the UN’s five official languages.
