Security agencies have intensified counter-terror operations across Jammu and Kashmir following intelligence inputs indicating that Pakistan-backed terrorist groups Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) are seeking to revive targeted attacks in the Valley.
According to officials, the emerging strategy has three key elements: online propaganda targeting Kashmiri Pandits and migrant workers, recruitment of individuals without previous police or security records, and a focus on isolated, small-scale attacks.
An Intelligence Bureau official said LeT handlers have instructed recruits to carry out limited hit-and-run attacks rather than frequent strikes. Officials said the strategy is intended to make such attacks difficult to detect in advance while creating fear and uncertainty.
“The recruiters are exploiting digital anonymity to target and recruit youth in Jammu and Kashmir. They are deliberately selecting individuals with no previous police records or security files to evade scrutiny,” an official said.
Officials said recruits may be provided access to weapons through a chain of intermediaries, making it difficult for security agencies to trace their origin.
The latest intelligence inputs have also drawn attention to a rise in online threats issued in the name of the United Liberation Council (ULC). Officials said the propaganda is aimed at Kashmiri Pandits, local police personnel and migrant workers, while also attempting to influence and radicalise vulnerable youth.
Security agencies are tracking the digital networks behind the campaign and conducting intelligence-led operations to identify suspected recruits and possible weapon-delivery networks.
Officials said recent threats against Kashmiri Pandits have also included warnings directed at women and their families, along with opposition to separate settlements. They believe such messaging is intended to deepen divisions between communities and potentially trigger communal tensions.
Security agencies are also monitoring indications that LeT could be preparing for larger attacks, including attempts to facilitate the infiltration of Pakistani terrorists into Jammu and Kashmir.
Until such an opportunity arises, officials believe the group may seek to create instability through sporadic attacks, online intimidation and efforts to disrupt communal harmony in the Valley.
