US President Donald Trump has said congressional approval may not be necessary for his proposed $5,000 payment to every adult US citizen, a plan he unveiled ahead of the November midterm elections.
In an interview with CBS News Texas, Trump said the proposed payment would be linked to tariff revenues and would have to be spent within the United States, describing it as an infusion into the domestic economy.
Asked whether Congress would need to approve the payments, Trump said, “We think not,” while adding that lawmakers would support the proposal if approval were required.
Trump said the US had collected “trillions of dollars” in tariffs and claimed that more than $20 trillion in manufacturing plants and other investments were being made in the country.
He announced the proposed payments at a Republican gathering in Dallas on Wednesday, saying every adult US citizen would receive $5,000 if Republicans retained control of both the House of Representatives and the Senate.
Trump stressed that recipients would have to spend the money in the US rather than overseas, calling the proposal popular and beneficial for the economy.
During the interview, recorded at the National Medal of Honor Museum in Arlington, Texas, Trump also urged Republican supporters to treat the midterm elections as though he were personally on the ballot.
He expressed confidence in his support among Hispanic voters in Texas, citing his performance in counties along the US-Mexico border during the 2024 presidential election.
The proposed dividend could cost more than $1 trillion if extended to roughly 240 million adult US citizens, according to independent estimates. Trump has not outlined a detailed funding or implementation mechanism for the plan.
