The Bharat Rashtra Samithi (BRS) on Wednesday sought the intervention of Telangana Governor Shiv Pratap Shukla for a thorough investigation into the alleged assault of its legislators by police at the Assembly and subsequent developments.
A delegation of BRS leaders led by party Working President K. T. Rama Rao met the Governor at Lok Bhavan and submitted a memorandum detailing the party’s allegations. Rama Rao later told reporters that the delegation had apprised the Governor of the prevailing situation in the state.
The BRS alleged that the constitutional machinery had failed and urged the Governor to exercise his constitutional powers to require the Chief Minister to furnish information relating to the administration of the affairs of the state. The party also invoked the constitutional responsibility of the Union to ensure that every state is governed in accordance with the Constitution.
Rama Rao said the delegation submitted evidence relating to the alleged police assault on BRS MLAs and MLCs after they were obstructed while entering the Assembly wearing black T-shirts to highlight what the party described as the failures of the Congress government during its 1,000 days in office.
According to the BRS, when its leaders approached the Police Commissioner’s office seeking action over the alleged assault, no case was registered. Instead, the party alleged, criminal cases were filed against the same legislators.
The BRS further alleged that the state was moving towards what it described as “Hitler Rule” and dictatorial governance. It also accused ruling party leaders of inciting violence against Leader of the Opposition and former Chief Minister K. Chandrasekhar Rao, and alleged inaction over what it described as a publicly stated plan to eliminate him and an orchestrated attack on his residence at Erravalli.
The party claimed police had erected targeted barricades and arbitrarily detained BRS MLAs who were attempting to reach KCR’s residence, allegedly preventing them from providing protection while attackers continued their assault.
The BRS also alleged that a ruling party legislator publicly wished for the death of the Leader of the Opposition and subsequently proceeded towards KCR’s residence with thousands of supporters under police escort, without any criminal case being registered.
The party claimed there was a clear threat to KCR’s life and alleged that Congress leaders had been provoked by Chief Minister Anumula Revanth Reddy.
Referring to Monday’s incident at the Assembly entrance, the BRS said several hundred police personnel confronted legislators wearing black T-shirts and alleged that members were physically assaulted and subjected to criminal prosecution within hours.
“The obstruction was not passive. Members were pushed, seized, struck and dragged,” the party said in its representation, alleging that women legislators were pushed, grabbed by the throat, touched inappropriately and pulled by their hair, with their sarees allegedly being pulled and torn in public.
The BRS submitted details of the alleged assault involving individual MLAs and the injuries they reportedly sustained.
The delegation also informed the Governor that it had approached the High Court, which, according to the BRS, directed that police should not prevent legislators from entering the Assembly. The court also held that if legislators violated Assembly rules, action should be taken by the Speaker and not by the police.
The BRS said the High Court had further directed the identification of erring police officials and strict action against them. However, the party claimed that no First Information Report had so far been registered against any police officer and described the alleged lack of action as “callous and irresponsible silence.”
The party said that within hours of the court order, and on the same day that it approached the Governor, two criminal cases were registered against 14 of its sitting members. Another case was registered against two Members of the Legislative Council.
According to the BRS, the competent court declined to remand the two MLCs. The party described the decision as a judicial determination that the material presented before the court did not warrant their detention.
The same day, the Legislative Council passed a motion suspending the two MLCs from the service of the House for the remainder of the session, the BRS said.
The delegation also submitted details of what it described as the use of police force against peaceful protesters, including students, on various occasions.
