A delegation of the Punjab BJP, led by state president Kewal Singh Dhillon, met Punjab Governor on Tuesday and submitted a memorandum seeking impartial investigation and action in two cases from Sangrur — the death of Toor Banjara resident Gulzar Singh and the alleged custodial assault of Mohanjit Singh.
Dhillon sought a CBI probe into both matters, saying an independent investigation was necessary to ensure justice and accountability.
On Gulzar Singh’s death, Dhillon said he had raised the issue of the alleged open sale of ‘chitta’ in his area during a public meeting organised by Finance Minister and had sought action against the drug menace. He further said Gulzar Singh’s family had been facing difficulties because of his son’s alleged serious addiction to ‘chitta’.
According to the BJP, a video purportedly recorded by Gulzar Singh before his death names the Finance Minister and others, whom he allegedly held responsible for the circumstances leading to his death.
The party demanded that the matter should not be treated merely as a suicide case and that the allegations made in the video should be investigated in accordance with law. It also called for preservation of the video recordings, relevant communications and statements of family members as evidence.
Dhillon also raised before the Governor the alleged custodial assault of Mohanjit Singh. He said Mohanjit was detained after protesting against the Punjab Government’s handling of the drug menace during Chief Minister Bhagwant Mann’s visit to Sangrur.
The BJP said Mohanjit subsequently alleged physical abuse and custodial torture and required medical treatment.
The party demanded FIRs against civil officials allegedly involved in ordering or authorising his removal from the protest site, as well as police personnel found responsible for his removal, assault or alleged custodial torture. It also sought an independent CBI investigation and preservation of medical records, CCTV footage, police station records, duty rosters, official communications and other records concerning his detention.
Dhillon said the two cases raised serious questions concerning constitutional rights, police accountability and the functioning of the state administration. He urged the Governor to intervene in the interest of justice and the rule of law.
The BJP also announced protests across Punjab on Wednesday over the two Sangrur cases.
