The Office of the Chief Electoral Officer (CEO), Delhi, has clarified the procedure for inclusion, deletion and modification of names in electoral rolls following allegations by the Aam Aadmi Party (AAP) concerning the inclusion of Rajya Sabha MP Raghav Chadha’s name in the draft electoral roll of Assembly Constituency 39 (Rajinder Nagar).
In a detailed press note, the CEO’s office said names can be added, deleted or modified only through Form-6, Form-7 and Form-8 respectively. These applications are processed by Electoral Registration Officers in accordance with the Representation of the People Act, 1950, the Registration of Electors Rules, 1960, and instructions issued by the Election Commission of India.
The Delhi draft electoral roll was published on August 31 following the Special Intensive Revision (SIR), based on Enumeration Forms submitted to Booth Level Officers between June 30 and August 17. The draft roll is available on the CEO Delhi website, while the claims and objections period will remain open until September 30.
Form-6 is used for enrolment of new electors, Form-7 for objections to inclusion or deletion, and Form-8 for shifting residence, correction of particulars and other modifications. Applications can be submitted physically to Electoral Registration Officers, Assistant Electoral Registration Officers, BLOs or designated polling stations, as well as online through the Election Commission’s voter portal and ECINET mobile app.
The CEO’s office said the electoral roll remained frozen from June 16 to August 31 during preparation of the SIR. Around 2.14 lakh Form-6 applications, excluding Forms 7 and 8, were received during this period.
A further 25,011 Form-6 applications were submitted during the first eight days of the claims and objections period, up to September 7. As of September 8, around 700 applications across various Assembly constituencies had been approved for inclusion.
The CEO clarified that approved additions will be published in the supplementary electoral roll on November 4, while approved modifications and deletions will be reflected against existing serial numbers in the updated roll.
The Election Commission reiterated its commitment to a transparent, participative and inclusive revision process, with the objective of ensuring that no eligible citizen is left out and no ineligible person is included in the electoral roll.
