Congress MP K.C. Venugopal has written to Lok Sabha Speaker Om Birla seeking a statement from Union Home Minister Amit Shah on the alleged use of excessive force against students during a NEET protest at Delhi’s Jantar Mantar on July 20.
In his letter, Venugopal raised concerns over reports of police brutality and alleged disproportionate use of force, including claims that pellet guns were fired at protesting students and youths. He said the issue warranted immediate scrutiny by Parliament.
Venugopal argued that the Union Home Ministry exercises administrative control over the Delhi Police and Central Reserve Police Force (CRPF), which he alleged were involved in the action against the protesters.
“The heavy-handed action by the law enforcement agencies against young citizens exercising their democratic rights is a matter of grave national concern that demands immediate parliamentary scrutiny,” he said.
The Congress leader also cited the constitutional principle of collective responsibility of the Council of Ministers to Parliament. He said the Home Minister, as a senior member of the Council of Ministers, had an obligation to explain the actions of forces under his ministry’s jurisdiction.
Venugopal further referred to Articles 75 and 77 of the Constitution, arguing that the Speaker could ensure the Home Minister’s presence in the House to address the matter.
“If the Minister does not present himself voluntarily to address a matter of such magnitude, it becomes the duty of the Speaker to ensure his presence to uphold the sanctity of parliamentary accountability,” he said.
The Congress MP urged Birla to direct Shah to make a comprehensive statement in the Lok Sabha and respond to questions concerning the alleged police action and use of pellet guns against students and young protesters.
Venugopal shared the letter on X and said the government must remain answerable to Parliament for actions taken by agencies under its administrative control. He expressed hope that the Speaker would act promptly in the interest of parliamentary accountability and democratic traditions.
