Opposition Walks Out of Rajya Sabha, Nadda Accuses it of Avoiding Debate

Opposition parties staged a walkout from the Rajya Sabha on Thursday after demanding the presence of Union Home Minister Amit Shah in the House, prompting Leader of the House J.P. Nadda to accuse the Opposition of lacking an agenda and avoiding discussions on key issues.

The disruption began after the House assembled following the laying of papers, committee reports and ministerial statements.

Congress MP Pramod Tiwari invoked Article 75 of the Constitution, which provides for the collective responsibility of the Council of Ministers to Parliament, and insisted that the Home Minister should be present in the House.

Although members of the Treasury benches objected, Chairman Harivansh Narayan Singh Radhakrishnan allowed Tiwari to raise the issue before ruling that it did not constitute a valid point of order as it was unrelated to the listed business. He, however, permitted members to raise matters with the Chair’s approval.

Opposition members continued raising slogans demanding, “Home Minister Sadan Mein Aao” (Home Minister, come to the House), disrupting proceedings.

Despite the protests, several members took up public issues. BJP MP Prakash Chik Baraik and AAP MP Sanjay Singh highlighted concerns relating to sugarcane farmers in Uttar Pradesh, while BJP MP Ghanshyam Tiwari raised the issue of drinking water scarcity in Rajasthan’s Shekhawati region.

BJP MP Kanad Purkayastha sought the establishment of a logistics park in Assam under the PM Gati Shakti initiative, while Gujarat MP Govindbhai Laljibhai Dholakia called for greater promotion of natural farming. BJP MP Rekha Sharma urged Indian Railways to distribute surplus food to the needy instead of allowing it to go to waste.

Congress MP Rajiv Shukla later remarked that the House was not functioning in an orderly manner and said the Opposition’s concerns would not be reflected in the official record under such circumstances.

Pramod Tiwari reiterated his demand for the Home Minister’s presence, arguing that issues relating to the alleged use of force against students required a direct response from the minister responsible.

After the Chair once again ruled that the issue was unrelated to the day’s listed business, Opposition members walked out of the House.

Following the walkout, BJP MP Dorjee Tshering Lepcha raised the issue of yak conservation in Sikkim.

Leader of the House J.P. Nadda criticised the Opposition’s conduct, alleging that it repeatedly shifted the goalposts despite the government being prepared to discuss every issue.

He said the government remained open to debate on all matters and described the Opposition’s walkout as irresponsible, claiming it had no intention of participating in substantive discussions.

Earlier in the day, the Rajya Sabha transacted scheduled business, including the tabling of reports by the Department-related Parliamentary Standing Committee on External Affairs. Union Ministers Jitendra Singh and Gajendra Singh Shekhawat also presented statements on the implementation of recommendations relating to science and technology, earth sciences and culture.

The House later proceeded with its listed legislative agenda.
