Report Urges US to Reassess Support for Pakistan Army Chief Amid Democratic Concerns

The United States should recalibrate its policy towards Pakistan by ending support for Army Chief Field Marshal Asim Munir and placing greater emphasis on democratic governance, according to an opinion article published in the Times of Israel.

Written by political researcher Vas Shenoy, the report argues that Pakistan continues to function under a hybrid political system in which the military remains the dominant force in national security and civilian affairs, despite the presence of an elected government.

The article contends that the civilian administration is facing a legitimacy crisis due to concerns over the conduct of the 2024 General Elections, the imprisonment and political exclusion of former Prime Minister Imran Khan and his supporters, restrictions on the media, alleged erosion of judicial independence and violence against minorities.

According to the report, these developments have weakened public faith in constitutional politics and democratic institutions, while Pakistan simultaneously faces growing security challenges from the Tehreek-e-Taliban Pakistan (TTP), Baloch insurgent groups and Islamic State-Khorasan.

The article also notes that although international financial assistance has helped Pakistan avoid an immediate balance-of-payments crisis, the country continues to grapple with structural economic problems, including high debt, a narrow tax base, energy-sector liabilities and climate-related vulnerabilities.

Shenoy argues that Washington should continue providing economic and climate assistance to Pakistan but link such support to credible elections, stronger civilian governance and comprehensive action against all terrorist groups. He also urges the US to discontinue its backing of Asim Munir, drawing a comparison with past American support for former military ruler Zia-ul-Haq.

The article further highlights concerns over Pakistan’s nuclear arsenal, stating that while the country’s command-and-control systems remain intact, risks such as insider-assisted theft, sabotage or security lapses during periods of instability warrant continued international attention.
