Security agencies have stepped up preparations to counter what intelligence assessments describe as a possible Inter-Services Intelligence (ISI)-backed operation in Jammu and Kashmir, involving attempts to expand the over-ground worker (OGW) network and facilitate the infiltration of foreign terrorists into the Valley.
The alert comes amid a rise in threat messages circulated by Pakistan-based proxy terror groups. Some of these messages have reportedly warned migrant workers to leave Jammu and Kashmir while asking Kashmiri Pandits not to relocate.
According to the assessment cited by officials, the threats could form part of a broader diversionary strategy aimed at drawing security agencies away from other ongoing counter-terrorism priorities in the Valley.
An Intelligence Bureau official said the ISI was focusing on two objectives: expanding its OGW network to provide terrorists with logistics and safe shelters, and facilitating a major infiltration attempt involving at least 100 to 150 terrorists over the next couple of months.
Another official said the number of threat messages was expected to increase significantly. The warning comes after terrorists recently killed a head constable and two migrant workers in Kashmir, an official said, describing the attacks as an indication that the threats could not be dismissed.
Security assessments indicate that increasing the number of terrorists operating in the Valley and strengthening their local support network remain key objectives.
Officials have also expressed concern over the detailed personal information contained in some threat messages. According to them, the proxy groups have obtained residential addresses and telephone numbers of migrant workers and Kashmiri Pandits.
An official said groups identified as the United Liberation Council and The Resistance Front, described by security agencies as proxies of Jaish-e-Mohammed and Lashkar-e-Taiba respectively, may have operatives capable of providing such information.
Counter-terrorism experts have described the threats as particularly serious because some messages allegedly contain specific names, addresses and phone numbers rather than general warnings.
Security agencies face the challenge of responding to these threats without diverting attention from recruitment and support networks operating on the ground. Along the Line of Control, terrorists associated with Jaish-e-Mohammed, Lashkar-e-Taiba and Hizbul Mujahideen are also waiting for opportunities to infiltrate Jammu and Kashmir, officials said. Tight security along the border has so far made such attempts difficult.
Officials said increased threats could be intended to force security agencies to devote substantial resources to the issue, potentially creating an opening for the ISI’s alleged two-pronged strategy of expanding OGW networks and facilitating the entry of foreign terrorists.
Attempts to trigger communal tensions and disturb religious harmony are also being monitored, as such incidents could create additional pressure on security forces and further divert their attention, an official said.
