The Haryana government, led by Chief Minister Nayab Singh Saini, is preparing to launch ‘Reform Utsav’, a citizen-driven initiative aimed at giving people a direct role in identifying shortcomings in government processes and suggesting reforms.
Chief Secretary Anurag Rastogi reviewed preparations for the initiative on Tuesday and stressed the need for a structured, time-bound mechanism to ensure that genuine public suggestions move beyond documentation and are translated into actionable reforms.
Scheduled to run from October to December, the initiative will seek suggestions from citizens on issues affecting government processes and encourage solutions that can deliver benefits at the community level. The government plans to take the reform exercise beyond Chandigarh to villages, towns and communities across Haryana.
Preparatory work will begin this month, including awareness activities across government departments. A State Action Plan for the initiative is scheduled to be prepared by September 10.
Commissioner and Secretary, Industries and Commerce, Amit Kumar Agrawal said ‘Reform Utsav’ would be implemented through three stages — Jan Manthan, Vimarsh and Jan Samadhan.
Under Jan Manthan, citizens will submit ideas through the ‘Reform Utsav’ website and community outreach programmes. During Vimarsh, departments will examine the suggestions and identify those capable of bringing wider systemic improvements. Jan Samadhan will focus on implementing quick reforms while preparing the groundwork for more complex changes.
The initiative will include a state coordination committee headed by the Chief Secretary to oversee inter-departmental coordination, monitor progress and make necessary adjustments.
State- and district-level contact points will facilitate coordination and local outreach. A dedicated website and dashboard will collect suggestions, track those selected for implementation and provide live updates on reform progress at the state and national levels.
