Gujarat Police have arrested two men from Bihar and Jharkhand in connection with an inter-state network allegedly involved in sending bomb threat emails to government institutions and other high-profile targets, officials said on Monday.
The investigation by the Cyber Centre of Excellence (CCoE) followed a threat email received on September 10 by the official email account of Gujarat’s Legal and Parliamentary Affairs Department. The message threatened attacks on the Gujarat Chief Minister’s office, the Gujarat Legislative Assembly, Prime Minister Narendra Modi, Union Home Minister Amit Shah and BRICS countries that supported India during the recent summit.
The email was sent from jondmoragn52627@gmail.com. Technical analysis traced its digital trail to Bhagalpur, leading to the arrest of Roshan Kumar Rajendra Kumar Bhumihar in Bihar.
During questioning, Bhumihar allegedly told investigators that the email ID had been provided to him by Gulshan Kumar Kaushal Singh, described by police as the main accused. Singh was subsequently arrested in Deoghar, Jharkhand, following coordinated technical surveillance and field operations.
Investigators recovered a database containing 5,13,847 unique email IDs and passwords from the accused. Police suspect the credentials were intended for creating and operating accounts to send threatening emails to government offices, schools, colleges and courts, besides facilitating cybercrime and other illegal activities.
The probe has also uncovered an alleged Bangladesh connection. Police said the accused were receiving financial support from individuals based in Bangladesh and that the database of email credentials had been shared with associates there. Crypto wallets were allegedly used for related financial transactions.
According to the CCoE, the accused used sophisticated techniques to create email accounts and bypass authentication processes. Investigators are examining the database and possible links between the network and other threat emails or cybercrimes.
The operation involved the CCoE along with Gandhinagar Police, Bhagalpur Police and Deoghar Police.
Authorities have urged recipients of threatening emails not to panic, delete, forward or circulate such messages or screenshots, or engage with senders. They have advised people to immediately inform local police or contact the 1930 cybercrime helpline.
