The State Vigilance and Anti-Corruption Bureau (SV&ACB), Panchkula, has arrested another accused in connection with an alleged multi-crore financial irregularity and misappropriation of government funds involving fixed deposit receipts (FDRs) and bank accounts of the Municipal Corporation Panchkula.
The arrested accused has been identified as Samar Mohan Ranga, a resident of Mohali, Punjab. He was arrested from the Panchkula district court premises and produced before the court, which remanded him to two days of police custody.
The case relates to FDRs and bank accounts maintained by the Municipal Corporation Panchkula with Kotak Mahindra Bank, Sector 11, Panchkula. During the investigation, authorities found a substantial mismatch between the bank records and the Municipal Corporation’s official records.
According to the investigation, bank records indicated that the amounts of certain FDRs had not been deposited, despite their presence in the Municipal Corporation’s official records. Discrepancies were also found in account balances, while some bank accounts surfaced that were allegedly not part of the corporation’s official records.
The bureau said nine accused persons have so far been arrested after sufficient evidence emerged against them. A chargesheet in the case was submitted before the Panchkula court on June 22, 2026.
Ranga, who had been absconding, is accused of allegedly colluding with officials and employees of Kotak Mahindra Bank and facilitating the unauthorised transfer of around Rs 5.19 crore in government funds from a Municipal Corporation bank account to a joint bank account held by his wife, Neha Samar Ranga. He is also accused of having a role in the alleged misappropriation of the funds.
A case was registered as FIR No. 05 dated March 24, 2026, at the SV&ACB police station in Sector 17, Panchkula, against unidentified officials and employees of Kotak Mahindra Bank, Municipal Corporation officials and employees, and other unidentified persons. The accused have been
