Ladakh Lieutenant Governor Vinai Kumar Saxena has been given additional charge of Jammu and Kashmir during the absence of incumbent Lieutenant Governor Manoj Sinha, who is currently on an official visit to the United States.
A Rashtrapati Bhavan communique said President Droupadi Murmu has appointed Saxena to discharge the functions of the Jammu and Kashmir Lieutenant Governor “during the absence, on leave” of Sinha, in addition to his existing responsibilities in Ladakh.
Sinha, who assumed office as Jammu and Kashmir Lieutenant Governor on August 7, 2020, is currently visiting the US. He travelled to Chicago, Illinois, where he addressed the IIT (BHU) Global Alumni Meet.
During his address, Sinha described India as an “unstoppable and rising nation” and spoke about the role of artificial intelligence in modern development. He also highlighted what he described as positive changes and growth in Jammu and Kashmir following the abrogation of Article 370.
Sinha was born on July 1, 1959, in Mohanpura in Uttar Pradesh’s Ghazipur district. He holds B.Tech and M.Tech degrees in Civil Engineering from IIT-BHU, Varanasi.
He began his active public life in 1982 as president of the Banaras Hindu University Students’ Union. He was subsequently elected to the Lok Sabha three times — in 1996, 1999 and 2014 — from the Ghazipur constituency.
In the Narendra Modi-led government, Sinha served as Minister of State for Railways from 2014 to 2019 and later as Minister of State (Independent Charge) for Communications from 2016 to 2019.
Vinai Kumar Saxena will continue to discharge his responsibilities as Ladakh Lieutenant Governor while also overseeing the functions of the Jammu and Kashmir Lieutenant Governor during Sinha’s leave.
