The Telangana Legislative Council on Tuesday suspended two Bharat Rashtra Samithi (BRS) MLCs, Tata Madhusudhan alias Madhu and N. Naveen Kumar Reddy, for the remainder of the Monsoon Session over alleged derogatory and abusive remarks against Assembly Speaker Gaddam Prasad Kumar.
The motion, moved by Legislative Affairs Minister D. Sridhar Babu, was passed by the Council in the evening. Chairman G. Sukhender Reddy announced the resolution, following which the House was adjourned for the day.
The suspension came after the Telangana Legislative Assembly unanimously passed a resolution condemning the alleged conduct of the two MLCs and forwarded it to the Council for appropriate action.
The Assembly resolution expressed “strongest condemnation and profound disapproval” of what it described as highly derogatory, insulting and unparliamentary remarks allegedly made by the two members against the Speaker within the Assembly precincts on Monday.
It also condemned their alleged conduct of removing their T-shirts in public in the presence of women, describing it as highly objectionable and stating that it amounted to an outrage of the modesty of women present at the location.
The Assembly said such conduct was unbecoming of Legislative Council members and prejudicial to the dignity and authority of the Speaker, as well as the institutional integrity of the Legislature. It maintained that political disagreements or personal grievances could not justify conduct that undermines the authority of the Presiding Officer or disrupts the functioning of the House.
The resolution also called upon Leader of Opposition K. Chandrasekhar Rao to take responsibility for the conduct of the BRS members and tender an unconditional apology to the Speaker.
Earlier, both MLCs had been arrested by police on Tuesday morning and produced before a Nampally court in the evening. The court rejected the police request for judicial remand and ordered their release on personal bonds.
After attending the Council session, the two MLCs attempted to address the media at the Council premises but were stopped by marshals, who said suspended members could not speak on the premises. Tata Madhu was subsequently escorted away in a vehicle.
Congress MLC and Telangana Pradesh Congress Committee president Mahesh Kumar Goud had demanded their immediate suspension, particularly objecting to the alleged remarks against the Dalit Speaker.
