US President Donald Trump said on Monday that Russia and Ukraine had agreed to stop attacking each other’s energy targets, announcing reciprocal commitments but providing no details on when the arrangement would begin, how long it would last or how it would be enforced.
“Ukraine has agreed not to hit Russian Energy targets. Russia has agreed to do, likewise!” Trump wrote on Truth Social.
Trump did not specify which energy facilities would be covered by the commitments or whether either side had attached conditions. He also did not indicate whether the arrangement had already taken effect.
The announcement did not amount to a broader ceasefire and contained no indication that hostilities beyond attacks on energy infrastructure would stop. Trump did not identify the parties involved in negotiating the arrangement or disclose details of any preceding discussions.
The US President also attributed much of the recent increase in global diesel prices to the Russia-Ukraine conflict rather than Iran.
“The World’s Diesel price rise is mostly caused by the Russia/Ukraine War, not Iran,” he said in a separate Truth Social post, without providing figures, a timeframe or supporting data for the assessment.
No statements from the Russian or Ukrainian governments accompanied Trump’s announcement in the material available for the report, and the precise terms of the reported commitments could not be independently established from his post alone.
Energy infrastructure has been heavily affected since Russia launched its full-scale invasion of Ukraine in February 2022. A United Nations Development Programme assessment has documented extensive damage to Ukraine’s electricity networks and generating facilities.
UN human rights monitors have also reported disruptions to heating, water supplies, healthcare and schooling following attacks on Ukraine’s energy system. They have separately documented Ukrainian attacks affecting electricity and heating infrastructure in Russia’s Belgorod region.
