The Kremlin on Monday welcomed US President Donald Trump’s call for Ukraine to stop attacks on Russia’s fuel-producing facilities, describing any effort to halt strikes on civilian economic infrastructure as a positive development.
“Any call on Kyiv to stop attacks on civilian economic infrastructure can only be welcomed,” Kremlin spokesman Dmitry Peskov said, according to Xinhua News Agency.
Peskov added that countries capable of influencing Kyiv could encourage Ukraine to show greater flexibility, which he said would contribute to efforts to resolve the conflict.
Trump earlier said in a post on Truth Social that Ukraine had agreed not to strike Russian energy targets and that “Russia has agreed to do likewise”.
However, Trump provided no details about which facilities were covered, whether the commitments carried conditions or whether the arrangement had already taken effect. He also did not identify who negotiated the understanding or refer to any preceding talks.
The announcement did not amount to a broader ceasefire, with no indication that attacks or fighting outside the energy sector would stop.
Trump also attributed most of the recent rise in global diesel prices to the Russia-Ukraine conflict rather than Iran, but did not provide figures, a timeframe or supporting data for the assessment.
Energy infrastructure has suffered extensive damage since Russia launched its full-scale invasion of Ukraine in February 2022. A United Nations Development Programme assessment has documented significant damage to Ukraine’s electricity networks and generating facilities.
UN human rights monitors have also reported disruptions to heating, water supplies, healthcare and education following attacks on Ukraine’s energy infrastructure. They have separately documented Ukrainian attacks affecting electricity and heating infrastructure in Russia’s Belgorod region.
