The ongoing unrest in Pakistan-occupied Kashmir (PoK) has reportedly left several Pakistan-based terror groups facing growing concerns, with organisations such as Lashkar-e-Taiba, Jaish-e-Mohammed and Hizbul Mujahideen finding their Kashmir-centric narrative under pressure, according to security officials.
The groups, which have historically focused on Jammu and Kashmir, are believed to be increasingly concerned that prolonged protests and clashes in PoK could undermine their broader agenda and divert attention from their stated objectives in Jammu and Kashmir.
Security officials said Pakistan’s establishment has attempted to use these groups to influence the situation and shift the narrative towards alleged external involvement, despite the protests largely being led by local groups over issues related to governance, infrastructure and living conditions.
However, Hizbul Mujahideen chief Syed Salahuddin has appealed for restraint, urging protesters and the Pakistan establishment to resolve the situation through dialogue. Officials said the appeal reflects concerns within militant groups that continued unrest and security action in PoK could weaken their claims regarding Kashmir.
An official pointed out that the situation comes seven years after the abrogation of Article 370 in Jammu and Kashmir, arguing that developments in both regions have created a contrasting picture.
“Today marks seven years since the abrogation of Article 370, and there is a massive difference when it comes to Jammu and Kashmir and Pakistan-occupied Kashmir,” the official said.
Officials claimed that security improvements in Jammu and Kashmir, along with a rise in tourism and reduction in violence, have affected the narrative promoted by Pakistan-based terror groups. They said continued instability in PoK could further challenge claims that Jammu and Kashmir would benefit from separation from India.
An Intelligence Bureau official described the developments as a contrast between “two Kashmirs”, saying the situation has weakened the narrative of terror groups allegedly backed by Pakistan’s Inter-Services Intelligence.
While Salahuddin has publicly commented on the PoK situation, the leadership of Lashkar-e-Taiba and Jaish-e-Mohammed has remained largely silent. Officials said that despite the absence of public statements, there is reportedly unease among cadres and leadership of these organisations.
In his appeal, Salahuddin referred to loss of lives, damage to property and alleged disappearances in PoK, stating that such developments were harming the morale of Kashmiris. He also claimed that violence was making the borders vulnerable.
Indian officials, however, rejected the claim, saying India does not engage in infiltration of terrorists into Pakistan and accused Salahuddin of attempting to involve the people of Jammu and Kashmir in the PoK unrest.
The protests in PoK have continued for more than two months, with the Joint Action Awami Committee (JAAC) leading demonstrations over demands including improved infrastructure and affordable living conditions. According to officials, security action during the unrest has resulted in nearly 40 deaths and alleged disappearances.
Officials said the situation is unlikely to stabilise unless the Pakistani establishment addresses the grievances raised by protesters and works towards a resolution.
